Department of Homeland Security 2006 Federal Grant Guidance
The DHS 2006 Grant Guidance provides for many entities in the public safety industry throughout the United States to acquire satellite based back-up communications. In the wake of the 2001 terrorist attacks in New York City and the aftermath of Hurricane Katrina, a new emphasis has been placed on the value of non-terrestrial based Globalstar satellite communications. The Urban Area Working Group (UAWG) comprised of local business and government jointly create risk assessment and need for products/services to mitigate potential threat.

MMRS is sometimes referred to as WMD or Hazmat grants.
124 jurisdictions in the United States are eligible.
Key recipients include local EMS, First Responders, Public Health Officials.
